Depending upon which side of the pond you are, the terms ILT and E-learning can have different interpretations. In fact, the latter seems to have variations even within organisations!

The strategy document I prepared was designed to enable a Further Education college to ensure that managers understood the impact of technology in learning and could plan to implement changes that would lead to practitioners not just talking about it but actually using it.

I shall be up against all sorts of restraints in trying to get it approved as it stands but some aspects I regard as non-negotiable, including the provision of equipment for every full-time tutor and access to the web in every teaching area.

For your reference, I define E-learning and ILT (Information & Learning Technology) as the enhancement of teaching and learning through the utilisation of technology. This is not about distance learning, independent learning or other interpretations, although, naturally, these are parts of the whole.

I looked for hours at other strategy documents but found few that were either reasonably concise, in plain English or written with genuine implementation in mind rather than ticking a box before government inspection. I am sure there are good ones out there but it is a pity the authors don't share them.
